Roma were looking to snap up the player on loan, while Arsenal were also keen to extend their Dortmund connections, with the likes of Sokratis, Pierre-Emerick Aubameyang and Henrikh Mkhitaryan already at the club.
Weigl has been highly rated at Dortmund for some time, so it was unlikely that the German side would be willing to let the midfielder leave the club without a fight.
